  • Large TAFE Institute

    Annual Audit Programme

    Challenge

    Designing and implementing strong governance and quality assurance processes for the TAFE provider.

    In preparation for the re-registration of a TAFE institute with ASQA, Audit Express was engaged by the TAFE’s board and CEO to design and implement strong academic governance and quality assurance structures, systems and processes across the institute.

    Approach

    Audit Express conducted a risk-based review of the TAFE's RTO Scope of Registration to determine high-risk training products, and then worked with the quality, audit and risk division of the TAFE to develop and implement a 3-year Annual Audit Programme that included the internal audit of 30% of training products listed on the RTOs scope over a duration of 3-years.

    Outcome

    Audit Express became a trusted advisor to various parts of the organisation, reporting to the executive, and working in collaboration with each faculty and individual course areas to conduct audits, provide comprehensive independent audit reports, and then working with departments and faculties to identify and rectify noncompliances.

    Challenge

    Establishing and Maintaining Continuous Quality Improvement.

    As an enterprise RTO, this client sought support in establishing a comprehensive quality assurance and improvement framework to ensure compliance and maintain the highest standards of training delivery. From the beginning of our engagement in 2013, they recognised the need for an ongoing partnership to monitor and enhance their quality management systems, ensuring sustained compliance with regulatory requirements.

    Approach

    Audit Express partnered with the client to implement a tailored Quality Assurance Improvement Program (QAIP), designed to meet the specific needs of an enterprise RTO. This program included a thorough review and implementation of governance structures, policies, and systems that aligned with regulatory requirements. Over the years, Audit Express has provided continuous support, conducting regular validations, riskbased reviews, and offering strategic advice to ensure compliance and drive continuous improvement in training quality.

  • Post-Audit Rectification for a Large Publicly Listed RTO – The Double Whammy

    Challenge

    Concurrent Audits by VET Regulator and Funding Department.

    This high-profile, large, publicly listed RTO was hit with a “Double Whammy,” facing concurrent audits from both the VET Regulator and the Funding Department. The audits uncovered multiple non-compliances related to government funding contracts and RTO registration, putting the organisation’s registration and funding agreements at severe risk. The RTO sought the help of Audit Express to manage this high-stakes situation and ensure their continued operations.

    Approach

    A Lesson in the Power of Establishing Governance and Restoring ConfidenceAudit Express worked closely with the board and executive team to implement effective governance structures and quality controls. We conducted a detailed review of the audit findings, prioritised the non-compliances, and developed a comprehensive rectification plan. This included addressing the root causes of the issues and implementing long-term solutions to prevent future non-compliances.   • VET & School Compliance Consulting, VET Teacher Professional Development & Preparation for RTO Re-Registration

    Challenge

    Establishing a State-Wide Quality Management System (QMS).

    The government department RTO recognised the need to establish a department-wide Quality Management System (QMS) to be deployed across 275+ schools statewide. This system aimed to ensure compliance with both school and RTO regulatory requirements while enhancing the governance and quality of training delivered by the organisation’s trainer assessors. Additionally, there was a need to implement a validation schedule and a strategic plan for the ongoing risk-based review of teacher and student records.

    Approach

    Audit Express collaborated with the government department’s quality, audit, and risk divisions to design and implement a robust QMS tailored to the unique needs of over 275 schools. This system provided governance structures, policies, and procedures to ensure consistent compliance across all schools and RTO operations. In addition, we developed a risk-based validation schedule and an ongoing review strategy for teacher and student records, focusing on key compliance areas to ensure ongoing quality and regulatory adherence.

    Outcome
